Senate passes bill making Juneteenth a federal holiday

The Senate unanimously approved a bill Tuesday that would make Juneteenth, the date commemorating the end of chattel slavery in the United States, a legal public holiday.

"Mayor Elorza and the City's Human Resources Department are pleased to announce that, in observance of the newly-recognized Juneteenth holiday on June 19, 2021, City of Providence employees will be granted a paid day off, and regular City operations will be closed on Friday, June 18, 2021".

After passing by unanimous consent, the bill now heads to the House of Representatives, where its passage is all but assured, then on to President Biden's desk for signature into law.

Juneteenth marks the day on 19 June 1865 when enslaved black people in Texas learned they had been freed.

"The stakes are a little different", Mark Anthony Neal, a Duke University African American studies professor, told the New York Times last June.

Ivey signed the proclamation three days after a state holiday commemorating the birthday of Confederate president Jefferson Davis. "But we must continue to work to ensure equal justice and fulfill the promise of the Emancipation Proclamation and our Constitution".

The bill was only able to pass after Sen. It takes just one senator's objection to block such agreements. Johnson was the lone senator to object to the legislation, arguing in July 2020 that the bill would place an undue burden on taxpayers by requiring them to fund another paid holiday for federal employees. "Therefore, I do not intend to object", he added.

The bill is sponsored by Sen.

Sen. Ron Johnson (R-WI) this week said that he would end his opposition to a Juneteenth federal holiday. Edward Markey, D-Mass., and had 60 co-sponsors.

Juneteenth is a holiday celebrating the emancipation of those who had been enslaved in the United States.

In 1980, Texas became the first state to observe Juneteenth as an official holiday.

Paid holidays for city employees are negotiated and dictated in union contracts; it is unclear how much the cost to the city will be.

Under the legislation, the federal holiday would be known as Juneteenth National Independence Day.
