Cuomo says nearly by definition, clusters are emerging because of a lack of compliance and enforcement.

"You can get married, you just can't have (10,000) people at your wedding", Cuomo said.

Cuomo said that targeting coronavirus would no longer be at the statewide or regional level, but "block-by-block".

Cuomo said the state and city appear to have been successful at preventing the virus from spreading beyond the neighborhoods that have been identified as red zones, where schools and businesses were ordered shut.

Andrew Cuomo has announced that movie theaters outside of New York City will be allowed to open beginning October 23. "It's much smarter it's more effective and its less disruptive".

-Ahead of Saturday's news conference, Gov. Andrew Cuomo's press secretary Melissa DeRosa said he would be outlining the state's COVID strategy for the fall. "It's always a lack of compliance". He says more restrictive targeting is working, and he cites a cluster in Queens as an example, noting that infection rate has decreased.

Cuomo announced that a record 160,000 tests were conducted Friday and the state's overall positive test rate stands at 1.1%. There were statewide 9 deaths yesterday. Theaters can reopen at 25 percent capacity, he said, with a maximum of 50 movie goers allowed per screen.

Masks will be required at all times except when seated and eating or drinking.

Cuomo also detailed how NY state officials have cracked down on a planned wedding in Williamsburg which they allege would have brought together "upwards of 10,000 individuals".
