Russian President Vladimir Putin said on Thursday that the adoption of amendments to the Russian constitution should involve the direct participation of people via an all-Russian vote that will be held on a special day off.

Public promotion of homosexuality is a crime in Russian Federation under federal legislation signed into law by Putin in 2013.

Last month, Putin proposed changing the country's power structure by amending the constitution.

The commission was set up last month after Putin announced sweeping changes to Russia's political system that are widely seen as being created to help him extend his grip on power after his scheduled departure from office in 2024. "It has to be a true plebiscite so that the citizens of Russian Federation acted as the authors of those changes", he said.

"It will be how people say", Putin said.

More than 500 proposed amendments were sent to parliament and the working group.

One contributor wanted to ensure the constitution never permits the head of state to give away any territory, such as the Kuril Islands that are at the center of a decades-long dispute with Japan. One member suggested adding language to the constitution that defines a family as a union of a man and a woman, an idea in sync with Putin's opposition to same-sex marriages.

"As far as "parent number 1" and "parent number 2" goes, I've already spoken publicly about this and I'll repeat it again: as long as I'm president this will not happen".

Another working group member suggested that the constitution refer to Russia's massive nuclear arsenal as a tool to deter aggression.

According to Putin, the missile defense system of the West aims for the neutralization of Russia's nuclear capability.

Putin asserted that Russia's new hypersonic weapons render the USA missile shield useless "and the billions they spent on it have turned into a useless waste". The Kremlin has dismissed the assurances.

"We have talks under way with our partners on certain questions, but I like the idea itself", Putin said.
