House Passes Spending Measure to Avert Shutdown; Senate Debate Resumes Friday

When the US Congress fails to pass appropriate funding for government operations and agencies, a shutdown is triggered.

"I'm not going to vote for a CR", Graham told reporters Wednesday.

The U.S. House of Representatives passed a measure Thursday evening to fund the government and avoid a shutdown with a handful of Republicans voting against the bill and five Democrats voting in favor.

The White House released a statement insisting the president still supports the House's stop-gap measure despite the tweet.

Senate Republicans are considering a fallback option that would keep the government open for an even shorter period while they work on a breakthrough.

Not so much now, we suppose, as the Republican leadership labors to gain support for a temporary spending plan that includes keeping CHIP afloat. "And I think that's obviously problematic". She said Democrats would introduce their own measure as part of House floor procedure to pair 10 years of CHIP funding with funding for community health centers and Medicare extenders, as well as DSH cut delays, and other expired healthcare provisions. Trump invited Schumer during that call.

"The overwhelming number in our caucus have said they don't like this deal and they believe if we kick the can down the road this time we'll be back where we started from next time", Senate Minority Leader Chuck Schumer, D-NY, said.

Shortly after House Republicans passed a stopgap funding bill created to shift blame for a likely shutdown to Democrats, the drama continued on the Senate floor.

Senate Majority Leader Mitch McConnell seems close to conceding that a shutdown is likely to happen.

"We sincerely hope that cooler heads will prevail", Ryan said. General polls [about] how [Republicans] suck do not matter. But he also appeared to acknowledge that the Texas border might not need a continuous manmade barrier from Brownsville to El Paso. "And we will go after them aggressively", said a senior Republican aide working on party strategy.

The Senate took an initial vote to advance the bill late Thursday, but was headed toward an additional procedural step requiring 60 votes, which Democrats say they will be able to block.

Under the current schedule, the House was to finish up business and then return January 29.

"Senator Schumer, do not shut down the federal government".

After passage in the House, the Senate could hold its vote on the bill Friday. Heitkamp of North Dakota is undecided.

- Roby joined a chorus of Republicans who say the Democrats are playing a political game by threatening a government shutdown, and a failure to extend CHIP, if a deal on DACA isn't included in the spending bill.

Despite the fact that Democrats are openly trumpeting their desire for a shutdown in advance, you can bet that by this weekend their media surrogates will be on TV blaming the GOP for this.
