Donald Trump is once again attacking North Atlantic Treaty Organisation...while at the North Atlantic Treaty Organisation summit.

The Trump administration is now trying to derail a German-Russian project to double the capacity of the underwater Nord Stream gas pipeline. And he called alliance members "delinquent" on their contributions to NATO's budget.

But in Russian Federation, where the political system is obsessed with hierarchy, status and displays of raw power, Putin has "already got his victory", said Andrey Kortunov, head of RIAC, a foreign policy think-tank close to the Foreign Ministry.

Despite Trump's claims about Germany, Merkel served as a forceful advocate for imposing - and maintaining - sanctions on Russian Federation after it annexed Crimea in 2014, arguing that it violated the principles of the worldwide order established after World War II. Trump said it was "very inappropriate" that the United States is contributing to the defence of Europe when one of its richest countries is supporting a major energy project with Moscow. The gas pipeline mirrors the Nord Stream route going through exclusive economic zones and territorial waters of five countries - Russia, Finland, Sweden, Denmark, and Germany.

At the same time, despite his criticism of the pipeline and its links to Russia, Trump has been noncommittal in recent comments about whether he might lift USA sanctions on Russia, and told reporters he'd "have to see" whether the US might recognize Crimea to be part of Russia. "I think these countries have to step it up, not over a 10-year period, but immediately".

A joint declaration said: "We are committed to improving the balance of sharing the costs and responsibilities of alliance membership".
