Ford to officially wind down green programs funded through cap and trade

In an official statement by the Government of Ontario Premier Doug Ford announced that he will immediately move forward with his plan to put money back into "the pockets of the people" by taking the government out of the "carbon business". "Today we are keeping that promise", Ford said.

To ensure an orderly wind-down of programs funded through the cap-and-trade carbon tax, Ford committed that his government will honour arrangements where contracts have already been signed and orders have already been made, such as energy efficient insulation and window retrofits.

The Progressive Conservative leader, who was officially sworn in as premier Friday, had promised that cancelling cap and trade would be his first order of business. Decisions to continue any specific initiatives now supported by the fund will need to be paid for out of the tax base and will be made on a case-by-case basis in alignment with the Ford government's Plan For the People and the upcoming value-for-money audit. And the payments will depend on the results of an upcoming value-for-money audit of government spending. Keith Brooks, program director for the advocacy group Environmental Defence told Castanet Ford must first revoke or amend the regulation. Premier Ford has said his planned 10-cent gas price cut will come courtesy of a almost five-cent reduction in provincial fuel tax, while the balance would be one of the results of eliminating the cap-and-trade program. And Brooks also brings up the issue of formally notifying Ontario's partners in the Western Climate Initiative (WCI).

If Ottawa does put in a federal carbon tax, Ford has vowed to challenge it in court - a threat that aligns him with Saskatchewan's government.
