The Sampdoria ace has a €25m (£22m) release clause, however, it's understood the Serie A club have asked Arsenal to pay €30m and spread the cost over several years.

The failure to qualify for the Champions League for the second season running has likely contributed to the drop in spending power and it could cause an issue when trying to sign Torreira.

Torreira has a chance of starting in Uruguay's midfield at the World Cup after only earning his senior global debut in March, although it may be better for Arsenal's transfer hopes if he didn't make their XI.

Torreira has been linked with moves to Napoli and Liverpool, but it appears that Arsenal are closing on a deal to take him to the Emirates.

The 22-year-old is now away with the Uruguay national team in preparation for the World Cup but it seems that the Gunners are already on the case.

Torreira is now with Uruguay's squad preparing for their World Cup opener against Egypt on Friday.

Torreira made 38 appearances for Sampdoria last season and can play in either defensive midfield or in a more attacking role.

The Gunners have also reached an agreement with Borussia Dortmund to sign Sokratis Papastathopoulos, and the Greek centre-back is due to be officially announced next month.
