The UN rights chief Zeid Ra'ad al-Hussein said: "Those responsible for outrageous human rights violations must be held to account".

The Palestinian U.N. envoy urged the council to condemn the killings, back an investigation, and get Israel to lift the blockade.

The killings took place on Monday during demonstrations at the Gaza border fence, which coincided with a high-profile ceremony to mark the controversial transfer of the U.S. embassy from Tel Aviv to Jerusalem by the Trump administration that overturned decades of USA foreign policy.

Citing widespread opposition in the United Nations to the embassy move, Mr Erdogan said: "The US claims to be powerful".

For Israel's largest circulation newspaper, the pro-Netanyahu Yisrael Hayom, the Gazan deaths were the least important thing that happened along the border.

Israel claimed it is defending its border and accuses Hamas of using demonstrations as cover to carry out attacks against Israeli targets.

Tuesday marks the "Nakba", or "Catastrophe", the day Palestinians lament the creation of Israel in 1948, when hundreds of thousands of Palestinians fled or were driven from their homes, culminating in war between the newly created Jewish state and its Arab neighbours.

At the ceremony of the opening of the embassy, Trump son-in-law and senior adviser Jared Kushner backed Israel's handling of the Gaza demonstrations and Washington thwarted the issuing of a security council statement on Gaza Sunday night.

"The violence committed in the Gaza Strip yesterday is unacceptable".

"While Israel has every right to defend itself against threats to the security of its residents and the integrity of its borders, there is no way to justify the use of lethal force against unarmed protesters", said J Street in a statement to the press.

An Israel Defense Forces (IDF) spokesman said soldiers fired on those engaged in "terrorist activity and not on demonstrators, who were dispersed by usual means such as tear gas and according to the rules of engagement".

What has the global reaction been?

"The responsibility for these tragic deaths rests squarely with Hamas". For some people, the embassy opening is said to be a reason to engage in violence.

Palestinians in the enclave had been protesting for several weeks, demanding that Palestinian refugees be granted the right to return to their ancestral lands.

The U.N.'s Middle East envoy said there was no justifying the killings of more than 50 Palestinians by Israeli fire at the Gaza border, and several Security Council members called for an independent investigation, but the council had no unified message Tuesday as the us said Israel had acted with "restraint".

While some members said the U.N.'s most powerful body needed to speak as one to try to calm the volatile situation - and the Palestinian envoy implored, "When are you going to act?" - a proposed statement had stalled Monday after the US blocked it.

On the question of Israeli sovereignty over East Jerusalem, Israeli views are more complicated. Allies like the United Kingdom, France, and Germany all voted to disapprove of the US president's decision.

Why is the embassy so controversial?

The Palestinians killed by the Israeli military this week include minors and a wheelchair-bound man.

"Canada's longstanding position is that the status of Jerusalem can be resolved only as part of a general settlement of the Palestinian-Israeli dispute", Austen said. It effectively annexed the sector, though this was not recognised by any countries until Mr Trump's declaration in December 2017.

The high casualty toll revived worldwide criticism of Israel's open-fire policies.
