A woman who called OR child welfare officials in 2013 about a woman who last month drove off a California cliff with her family says the household was run "like a regimented boot camp".

In their final days, the family members left their home in Woodland, Washington, and headed south. The crash happened just days after authorities in Washington state opened an investigation following allegations the children were being neglected.

Searchers have found numerous items from the vehicle's body and interior.

In California, a person is legally drunk if they have a BAC of.08 or higher. Toxicology results for a third child killed are still pending, Carpenter said.

Authorities have said data from the vehicle's software suggested the crash was deliberate, though the California Highway Patrol has not concluded why the vehicle went off an ocean overlook on a rugged part of coastline. The crash killed Jennifer Hart, 38, Sarah Hart, 38, Markis Hart, 19, Jeremiah Hart, 14, and Abigail Hart, 14.

No skid marks were seen in the area, officials said.

The bodies of Jennifer and Sarah Hart were found March 26 inside the family's SUV, which had crashed at the rocky shoreline below a cliff in Mendocino County. The 15-year-old made headlines in 2014 after a photographer shot a photo of him hugging a police officer during a protest after the decision was made to not press charges against the officers who shot and killed Michael Brown in Ferguson, Missouri.

The few details that have emerged paint what appear to be dark months, and perhaps years, for Jennifer and Sarah Hart's six adopted children, who repeatedly accused their mothers of abuse, according to reports from neighbors and a social worker.

And authorities have said social services officials in OR contacted the West Linn Police Department about the family in 2013 while they were living in the area. At a press conference on Friday, the Coroner originally said that the body was that of a child but later said that it was an adult female. But after spending two weeks with the family Argyropoulos said she noticed kindness, love and respect for the children was largely absent.

Additionally, Carpenter said Jennifer Hart's wife, Sarah, and two of the three children found dead at the scene had a positive toxicology finding in their blood for diphenhydramine, an active ingredient in Benadryl.
