The resignation represents the biggest shakeup of the Trump Cabinet so far and had been expected since last October when reports surfaced about a falling out between Trump and Tillerson, 65, who left his position as chief executive of Exxon Mobil to join the administration.

Pompeo's diplomatic instincts will likely align more closely with Trump's.

After the Tillerson announcement, Trump said on Tuesday that it "sounds to me like it will be Russia based on all the evidence they have", and that the United States will condemn the Russians if the British present sufficient evidence.

The top diplomat cut short a trip to Africa on Monday to return to Washington after reportedly being asked to resign beginning Friday.

Tillerson called on Saudi Arabia to ease off Qatar, but Trump took the Saudis' side and labeled Qatar a "funder of terrorism".

Word of Trump's dissatisfaction with Tillerson and plans to replace him with Pompeo had circulated for months, even as Tillerson insisted he didn't plan to leave and that he knew of no plans for his ouster. Trump has also publicly criticized Attorney General Jeff Sessions' decision to recuse himself from the Russian Federation investigation. The White House distanced itself from those remarks, and a few days later, Tillerson himself backed off. He has largely toed Trump's policy lines and has argued for the restoration of the National Security Agency's mass data collection programs, which were ended after former NSA contractor Edward Snowden brought them to the attention of the world.
