The initial draft of Tillerson's speech reportedly included mention of dialogue without preconditions, which did not make it into the actual text.

Blaming China for strangling the North Korean economy, the secluded state announced that it is marching along towards a fully fledged nuclear weapons programme.

"The hope for peace is not totally obliterated", said Chinese Deputy Ambassador Wu Haitao. "We do not regard this claim as an empty threat. This is critical to lower the risk of miscalculation or misunderstanding and reduce tensions in the region", the United Nations administrative head said.

The secretary-general reiterated that since the beginning of the year North Korea carried out 20 ballistic missile launches and one nuclear test.
